I am having trouble applying this method to my particular problem. Here it goes I am attempting to calculate the minimum expected rate of return from a new capital project to satisfy the suppliers of capital given the current capital structure

Total Assets 600,000
Debt 300,000
pref stock 100,000
Common Equity 200,000

Tax rate 40%
YTM on debt 11%
Flotation cost per share on Pref. Stock .75
Flotation cost per share on common stock $4
CMV Pref $26
CMV Common $143

Expepected dividend growth 13% per year

If the firm is looking to forgo the current capital strucutre to finance the new project.

While calculating the cost of equity I would add additional premiums for the country risk, size of the company and liquidity of the shares (traded or non-traded on stock exchange).
